One casino, on a mountain

Genting Highlands sits at altitude about an hour north of Kuala Lumpur and holds the only casino licence in the country, granted under the Betting Act 1953. There is no second room, no competing licence and no prospect of one: this is a single permitted exception rather than a regulated market.
