Six casinos, and no seventh

The Gambling Act 2003 caps casino operator licences at six, and the last new licence was granted in 1996. The six are SkyCity Auckland, SkyCity Hamilton, SkyCity Wharf Casino in Queenstown, Wharf Casino Queenstown, Christchurch Casino and Grand Casino Dunedin. A country that legislates a ceiling and then leaves it untouched for three decades is making a policy statement rather than running a market.

The minimum age is 20, which is worth checking against your assumptions. Most of the world sets 18 or 21, and New Zealand sits between them, so a visitor who is 19 and legal to drink at home will be turned away at the door.

The 2026 online auction

Online casino gambling was unregulated in New Zealand until the Online Casino Gambling Act 2026 came into force on 1 May 2026. It creates a hard cap of 15 licences, awarded through an ascending-clock auction run by the Department of Internal Affairs, with no operator permitted to hold more than three. A licence runs up to three years with one renewal of up to five more.

The timetable is tight: expressions of interest opened in July 2026 at a non-refundable NZ$19,000 each with a NZ$7.5m capital requirement, the auction is set for September 2026, applications follow in October, and licences are granted in December. From 1 December 2026 unlicensed operators must leave, and the 15 platforms become the only lawful route for a player based in New Zealand.
