A regulator built before the industry
Most countries regulate a gambling industry they already have. The UAE did the reverse: the General Commercial Gaming Regulatory Authority was established in 2023 as a federal body covering all seven emirates, and began issuing licences before any casino existed to license.
The first commercial gaming facility operator licence went to Wynn Resorts in October 2024, for Wynn Al Marjan Island in Ras Al Khaimah. The resort is targeted at early 2027, with a gaming area of roughly 225,000 square feet. A national lottery licence and the first regulated online operator followed, so the regulated market exists in law and online before it exists on a floor.
What a visitor can actually do
Today, nothing in a casino. There is no licensed casino open in the UAE, and there will not be one until Wynn Al Marjan opens. Anything offered outside the GCGRA framework is illegal, and that has not been relaxed by the arrival of the regulator.
The nearest large legal floors are a flight away: Singapore, the Philippines and Macau. If you are planning a trip around the UAE opening, treat the 2027 date as a target rather than a booking.
