A regulator built before the industry

Most countries regulate a gambling industry they already have. The UAE did the reverse: the General Commercial Gaming Regulatory Authority was established in 2023 as a federal body covering all seven emirates, and began issuing licences before any casino existed to license.

The first commercial gaming facility operator licence went to Wynn Resorts in October 2024, for Wynn Al Marjan Island in Ras Al Khaimah.
