Banned in 2009, back in 2020, and only inside hotels

Ukraine prohibited gambling entirely in 2009 and left the ban in place for eleven years. The law that reversed it was signed in 2020, and the minimum age was raised from 18 to 21 during its passage, which puts Ukraine alongside the United States rather than the rest of Europe.

Around 16 operators held licences as of May 2026. Operators pay 18% of gross gaming revenue; players pay 19.5% on winnings, made up of 18% income tax and the 1.5% military levy.

Serving military personnel are blocked from gambling entirely. That is a wartime measure rather than a consumer-protection one, and it is the second place in this regime where the war shows up in the law.
