One licence for two things, issued by tourism
Law 31557 was passed in 2022 and the market opened in February 2024. Two details make Peru's regime distinctive. The first is that online casino games and online sports betting are covered by the same licence rather than by separate regimes, which is not how most countries have done it. The second is the issuing authority: MINCETUR is the Ministry of Foreign Trade and Tourism, and gambling sits with it because Peru treats casinos as a tourism matter. The working directorate is the DGJCMT, which already ran land-based casinos and slot machines and took on remote gaming in 2024.
Licences run six years and cannot be transferred. Appetite was not in doubt: 145 applications arrived in the first 30 days.
What the rules actually require
The headline tax is 12% of gross gaming revenue, falling to about 10% once permitted maintenance deductions are applied, with a licence guarantee around US$235,000. Only licensed operators may advertise or sponsor Peruvian sports teams, which closes the usual route by which unlicensed brands buy visibility in a newly regulated market.
Two provisions are worth noting because they are not standard. Betting in cryptocurrency is prohibited outright. And servers may be located outside Peru, but only if MINCETUR certifies them, which is a middle path between the strict local-hosting rules some countries impose and no requirement at all.
