What changed, and what did not
Brazil built a licensing regime for fixed-odds betting and online gaming, with licensed operators trading from the start of 2025. That is a genuine and large opening, and it is the reason the country appears in every industry list of new markets.
It did not legalise casinos. Land-based casino gambling has been prohibited since 1946 and remains so. The bill that would change it, PL 2234/2022, cleared the Senate's Constitution and Justice Committee in June 2024 by fourteen votes to twelve and has been waiting for a plenary vote since. A request to fast-track it was rejected in December 2025.
The bill as drafted would confine casinos to integrated resorts, at one per state, with a handful of larger states permitted more. It also covers bingo, horse racing and the street lottery known as jogo do bicho. None of that is law yet, and an election year makes the timetable harder rather than easier.
What this means for a visitor
- There is no legal casino in Rio de Janeiro or Sao Paulo. Listings that offer one are describing something that is not licensed.
- Licensed online betting is a different permission and does not imply a floor to walk into.
