The tax rule that catches visitors
The United States is the outlier. Almost every other country on this site treats a recreational win as luck and taxes the operator instead. The US taxes the player, as ordinary income, with no recreational exemption.
Casinos issue a Form W-2G above a reporting threshold, and that threshold changed recently: the 2025 tax legislation set it at $2,000 across the board, replacing the older split thresholds that had stood for decades.
Federal withholding is a flat 24% where it applies, generally on winnings over $5,000 from pools and lotteries at 300 times the wager. Withholding is not usually taken on slot, bingo or keno wins, which does not make them untaxed; it makes them your responsibility to declare.
Losses can be deducted, but only against winnings and only if you itemise, which many filers do not. Keep records. Non-residents face a separate regime and may be able to reclaim withholding under a treaty.
Age is 21, with exceptions
Commercial casinos are 21. That is not a federal rule but it is close to universal in practice, and it is stricter than most of Europe.
Some tribal casinos admit 18-year-olds, usually where alcohol is not served on the gaming floor. Rules vary by tribe and state, so check the specific property.
