The rule that defines Monaco
Monaco residents may not gamble in Monaco's casinos. The ban applies to everyone living in the principality regardless of nationality, and to Monégasque nationals regardless of where they live.
It is not a formality. Monégasques are excluded from the gaming rooms and historically from working in them, and identification is checked on entry.
The rule dates from Princess Caroline, effectively regent during the casino's founding period, who imposed it on moral grounds. It has been kept since as a protective measure: the principality's citizens benefit from the revenue without being exposed to the losses.
For a visitor this changes nothing practical, and it explains something that puzzles people about the Monte Carlo floor: almost nobody in the room is local.
One operator, one concession
All four casino properties in Monaco operate under a single concession held by Société des Bains de Mer, in which the Monegasque government and the Grimaldi family hold a majority stake.
There is no competitive casino market and no independent regulator in the usual sense: the state is both the licensor and the majority owner. Winnings are not taxed, and Monaco levies no income tax on residents in any case.
